As noted, the authorities in Chisinau claim that they want to help Ukrainian institutions prevent the escape of combat-ready men. However, they admit that if the fugitives manage to arrive in Moldova undetected, they do not face repatriation.
It is reported that the norm of the Criminal Code of Moldova on illegal crossing of the state border does not apply to foreign citizens who want to exercise the right of asylum.
According to Ruslan Galushko, head of the Border Police, if Ukrainians personally apply to the Border Police or the General Inspectorate for Migration for some form of international protection, they "are not subject to sanctions for illegal entry" into Moldova.
Official data show that over a year and two months, 12,764 Ukrainian men aged 18 to 59 have been granted this temporary protection status.
