Men of conscription age (18-60 years old) will not be able to obtain passports at Ukrainian diplomatic missions abroad, only on the territory of Ukraine.
Men liable for military service aged 18 to 60 will not be able to obtain passports in a separate unit or diplomatic mission of Ukraine. Passports will be issued only on the territory of Ukraine.
This is stated in the resolution of the Cabinet of Ministers No. 443 of April 23, UNN reports .

A passport of a citizen of Ukraine, a passport of a citizen of Ukraine for traveling abroad by a male citizen of Ukraine aged 18 to 60 years is issued at a territorial body/territorial subdivision of the SMS. Such passports may not be sent to a separate subdivision or foreign diplomatic mission of Ukraine for the purpose of organizing their issuance

The Ministry of Foreign Affairs of Ukraine has temporarily suspended acceptance of new applications for consular services from Ukrainian men aged 18-60 abroad, due to the new law on military service and mobilization, which will come into force on May 18, 2024.
The Verkhovna Rada Committee on National Security and Intelligence plans to summon representatives of the Foreign Ministry to explain the order to suspend consular services for Ukrainian men abroad
Ukraine's Foreign Minister Dmytro Kuleba commented on the suspension of consular services for men abroad, calling it unacceptable that they "sit in restaurants" while "the guys in the trenches are very tired."
