The head of the psychoneurological dispensary in Odessa explained the unsatisfactory conditions of military detention. The institution is not adapted for the military, lacks funding and personnel.
The conditions of detention of the military in the psychoneurological dispensary of Odessa are really not satisfactory for a number of reasons. The head of the dispensary, Stanislav Servetsky, told UNN in a comment .

I came here to resuscitate this hospital. It was in a terrible state, no one had looked after it since about 2005. But this hospital is not designed to house military personnel
Neither in terms of the number of beds nor the specifics of the food - the hospital is not designed for the military, Servetsky explains.
There is no proper funding from the ministries, so we have to cover the needs with what we have - beds were deployed on an emergency basis, in buildings that have long been in need of repair.
We found this hospital, the building itself - it is still in a state of repair. But we managed to do something quickly: we changed the windows, doors, sewage system, and shower rooms. As best we could, we put the building in order to at least somehow accommodate the military. It is clear that the wards are not finished
Servetsky also commented on the situation with the quality of food provided to the military in the dispensary. He noted that there is a specificity of food preparation for mentally ill people due to the fact that they take certain types of medications.
They lose their swallowing reflex, they have GI diseases very often, again because of the drugs. The biggest danger is that these people mostly lose their swallowing reflex while on medication. That is why there is a special system of food preparation - such food is steamed and boiled. Even porridge is mashed into mashed potatoes. Meat is ground. And it is clear that our military has no use for these mashed potatoes. And we can't cook for them directly, I don't have the staff for this, nor the capabilities. It's a technical problem
He continued that the provision of food to military and hospital patients is different, financially. However, this funding is not available from the ministries.
The fact is that we feed our patients according to civilian amounts, as we are a civilian hospital. We spend as much money as the Ministry of Health recommends per patient. At the same time, the military receive 4 times more money for food. But no one gives us this money, no one transfers it to us

To his post, he added a video showing what the food and conditions of his stay in the hospital looked like.
The Odessa OBA reacted to the scandal. Oleksandr Kharlov, deputy head of the Odessa Regional State Administration, instructed the relevant department to conduct an inspection and urgently solve the problem with food in one of the regional specialized institutions of psychiatric medical care.
However, it is worth noting that a systemic solution to this problem in the halo competence of the Ministry of Health and the Ministry of Defense.
