According to the occupiers' requirements, the owners must submit lists of those who do not have Russian passports and are therefore not registered with the occupiers.
The Resistance notes that although there is no official mobilization in Russia, the occupiers are actively recruiting new forces for their war. In particular, they are agitating conscripts to sign contracts, or people who have leverage through criminal cases and debts.
