In 2022-2023, the Ministry of Defense of Ukraine signed state contracts for the purchase of weapons and ammunition with more than 130 companies, including about 100 domestic enterprises and more than 30 foreign companies, often with the involvement of intermediaries due to the high competition in the arms market.

It is difficult for Ukraine to buy much-needed ammunition for its army, as the arms market is very specific and operates as a large monopolywhere the main players know each other. Therefore, the Ministry of Defense often has to involve intermediaries in the process of purchasing ammunition on the world market, in particular from the Balkan countries. Experts notethat this sometimes leads to an increase in the price of supplies, but due to the high competition in the arms market, counterparties should be accepted as a "necessary element of the game.

"In 2022-2023, the Department of Military-Technical Policy, Development of Armaments and Military Equipment of the Ministry of Defense signed state contracts with about 100 domestic enterprises and more than 30 foreign companies," the response to the request reads.

The Ministry of Defense also noted that in order to prevent the conclusion of state contracts with unscrupulous contractors and to protect public funds, potential contractors are subject to serious scrutiny.

"Under martial law, during the approval of a draft contract, information about a potential counterparty is verified by the Directorate of Economic Analysis and Planning of the Ministry of Defense of Ukraine and the Department for the Prevention and Detection of Corruption of the Ministry of Defense of Ukraine," the MoD said.
