The falsification of medical documents could cost Odrex its license

The falsification of medical documentation could serve as grounds not only for the criminal liability of the doctors involved, but also for the revocation of the clinic’s license.
The complaint filed by Olga Melai, the widow of a patient of the private Odrex clinic, with the Ministry of Health may have significantly broader consequences than an ordinary treatment quality inspection. If expert examinations and inspections confirm the facts set out in the complaint concerning possible falsification of medical records, this could serve as grounds for the criminal liability of those involved, as well as the revocation of the clinic's license, UNN writes.
Olga Melai, whose husband died after treatment at the private Odrex clinic, appealed to the Ministry of Health with a request to conduct a comprehensive inspection of the medical facility. In her complaint, she asks for a clinical expert assessment of the treatment, verification of compliance with licensing requirements, and an examination of the medical records and entries in the electronic healthcare system, eHealth.
One of the widow's key claims concerns discrepancies she discovered between the medical records the family received during the treatment and the documents the clinic subsequently submitted to the court.
"If the fact that changes were made to the medical records or that forged documents were used is confirmed, liability may arise under several articles of the Criminal Code. At the same time, final conclusions can be drawn only after the proper expert examinations have been conducted," lawyer Rostyslav Kravets said.
According to him, several areas may be examined simultaneously in such cases: possible document forgery, the use of knowingly forged documents, as well as whether medical care was properly provided if it resulted in a significant deterioration of the patient's health or death. He points out that, if such facts are confirmed, liability may arise not only for specific medical workers.
"If a legal entity—the clinic—is involved, the issue of revoking its license to practice medicine may also be raised. The relevant doctor's license could likewise be revoked if their involvement in such violations is proven," the lawyer elaborated.

Six months ago, the Ministry of Health of Ukraine revoked the license to practice medicine held by LLC "House of Medicine," one of the legal entities through which the Odrex clinic network operates. The relevant decision was adopted by Ministry of Health Order No. 1836 dated December 2, 2025.
According to the Ministry's order, the grounds for revoking the license were the clinic's refusal to provide authorized officials with documents they had requested during an inspection of compliance with licensing requirements.
At the same time, the Odrex brand operates through several separate legal entities, each of which has or had its own medical license. That is why the revocation of LLC "House of Medicine's" license did not result in the clinic ceasing operations altogether.
