The Ministry of Defense has set a deadline of August 10 for submitting documents to confirm the status of critically important enterprises. For most, a simplified procedure applies, while BRAVE1 grant recipients undergo full re-confirmation.

Defense enterprises that received the status of critically important by decision of the Ministry of Defense must submit documents to confirm it by August 10, UNN reports, citing the Ministry of Defense.

Details 

According to the agency, most enterprises have a simplified procedure without re-submitting the full package of documents. At the same time, enterprises that received the status under the BRAVE1 grant criterion must undergo full re-confirmation.

Timely submission of documents is a mandatory condition for maintaining the status of critical importance and reserving conscript employees

Deadlines for submitting documents and conditions for maintaining the status 

Enterprises must submit to the Ministry of Defense of Ukraine the documents provided for the relevant category by August 10, 2026.

In case of timely submission of documents, the decision to designate the enterprise as critically important will remain valid until the date specified in the previous decision. The reservation of conscript employees will also be maintained within the period for which it was granted, but no longer than the validity period of the corresponding enterprise status.

If an enterprise for which a simplified confirmation procedure is provided does not submit documents within the established period, its critically important status will be canceled from September 1, 2026. Accordingly, the reservation of its conscript employees will also be canceled.

For enterprises that received the status under the BRAVE1 grant criterion, the decision to confirm or cancel the status will be made after reviewing the full package of documents.

Which enterprises can use the simplified procedure

The simplified procedure applies to enterprises that were previously designated as critically important in accordance with certain criteria approved by the order of the Ministry of Defense of Ukraine dated October 28, 2025, No. 722. 

These include:

  • contractors and subcontractors of state contracts that produce goods, perform works, or provide services for defense purposes and in which the volume of relevant activity constitutes more than 50% of the total production volume;
    • residents of Defence City;
      • enterprises that have the status of a manufacturer and the right to produce and supply explosives and ammunition for security and defense forces, have concluded a corresponding joint decision with the Ministry of Defense of Ukraine, and are included in the electronic register of selection participants and state contract executors;
        • other enterprises of the defense industry, aircraft manufacturing industry, and space activities that were designated as important for the national economy based on a combination of at least three criteria and could reserve up to 50% of conscript employees.

          A separate category consists of enterprises that received state support in the form of a BRAVE1 grant for the development of innovations and technologies for defense needs. They must undergo full re-confirmation of their status. 

          What documents must be submitted to confirm criticality

          To confirm the status of a critically important enterprise, it is necessary to submit a list of specified documents.

          Contractors and subcontractors of state contracts

          The enterprise must submit:

          • an appeal with information about compliance with the criterion under which it was designated as critically important;
            • information about the final period of the enterprise's involvement in the execution of the relevant contract;
              • a certificate of the amount of the accrued average salary of employees for the previous month, signed by the head in free form;
                • a tax calculation of income amounts for the previous month.

                  Residents of Defence City

                  The enterprise must submit:

                  • an appeal with information about compliance with the criterion under which it was designated as critically important;
                    • a certificate of the amount of the accrued average salary of employees for the previous month, signed by the head in free form;
                      • a tax calculation of income amounts for the previous month.

                        In the appeal, it is recommended to indicate the date and number of the order granting the enterprise the status of a resident of Defence City.

                        Manufacturers of explosives and ammunition

                        The enterprise must submit:

                        • an appeal with information on compliance with the criterion on the basis of which it was deemed critically important;
                          • information on the expiration date of the joint decision with the Ministry of Defense of Ukraine;
                            • a certificate on the amount of the average accrued salary of employees for the previous month, signed by the head in any form;
                              • a tax calculation of income amounts for the previous month.

                                Enterprises that had access to reservation of up to 50% of employees

                                Other enterprises of the defense-industrial complex, the aircraft manufacturing industry, and the space sector, which were deemed important for the national economy based on a set of criteria, must submit:

                                • a certificate on the amount of the average accrued salary of employees for the previous month, signed by the head in any form;
                                  • a tax calculation of income amounts for the previous month.

                                    Who must undergo a full re-confirmation of status 

                                    A full package of documents must be submitted by enterprises that received state support in the form of a BRAVE1 grant for the development of innovations and technologies for defense needs.

                                    The package of documents includes:

                                    • a letter of appeal to the Ministry of Defense of Ukraine indicating the EDRPOU code, contact details, main types of activities, and the number of military-liable employees;
                                      • a certified copy of the grant agreement concluded with the Innovation Development Fund;
                                        • confirmation of receipt of grant funds – a receipt or bank statement of the enterprise confirming the receipt of funds from the grantor.

                                          Based on the results of the document review, a decision will be made to confirm or cancel the status of a critically important enterprise.

                                          After reviewing the documents, the working group of the Ministry of Defense of Ukraine makes a decision on the enterprise's compliance with the established criteria. This decision is the basis for further reservation of military-liable employees in accordance with the Resolution of the Cabinet of Ministers of Ukraine dated January 27, 2023, No. 76.

                                          The Ministry of Defense emphasizes that the continuous operation of Ukrainian defense-industrial complex enterprises directly affects the provision of the Defense Forces with necessary weapons and military equipment.

                                          The simplified procedure allows most enterprises not to resubmit the full package of documents. At the same time, timely submission of the specified materials is a mandatory condition for maintaining the status of a critically important enterprise and the reservation of its military-liable employees.
