BP committee supports liquidation of Krail and new restrictions for gambling business

The Verkhovna Rada Committee on Finance supported the draft law on the liquidation of the Gambling Regulatory Commission. The document provides for the creation of a new body and significant restrictions on gambling advertising.
The Verkhovna Rada Committee on finance, tax and customs policy at a meeting today, November 27, supported Bill No. 9256-D, which proposes the elimination of the commission for the regulation of gambling and lotteries (Krail) and restricts advertising of gambling.bill. The MP spoke about the main innovations of the document:
1.The Edge is being liquidated. Instead, until April 1, 2025, a new authorized body will be formed and the Ministry will be determined, which will form the policy in the field of gambling and lotteries.
2.a mechanism for restricting access to illegal gambling websites/mobile applications is being introduced.
3. advertising of gambling is prohibited, except for exceptions: on TV and radio at night, in media for persons over 21 years of age, on platforms and search engines with a target audience over 21 years of age.
4. it is also prohibited:
- offering or providing reimbursement of expenses for gambling;
- making phone calls, sending messages to an indefinite circle of people;
- offering free bonuses instead of making a bet.
5.the participation of military personnel, volunteers, popular personalities, as well as the use of war-related topics is prohibited in advertising.
6.Prohibition of obtaining a license by persons who were owners or officials of gambling companies who have a tax debt or license payment debt.
7. settlements during gambling are made exclusively in cash through current bank accounts. It is forbidden to use other payment services.
8. sponsorship is prohibited, except for sponsorship in sports.
9. Lotteries fall under most of the restrictions of the gambling business: requirements for the reputation of officials, tax debt, relations with the aggressor country, exclusively Bank settlements.
10.foreign entities with relevant experience are allowed to obtain a license to conduct state lotteries.
11.the rules regarding the mandatory use of RRO by gambling businesses are being clarified.
12.the rules regarding the impossibility of obtaining a license by persons associated with the aggressor country are being clarified. The use of their brands is prohibited.
13.there are limits on spending and playing time, as well as mandatory breaks.
14. "control purchases" are introduced during inspections with video recording.
15.it is prohibited to accept bets on credit or with subsequent payment.
