Absolutely unsatisfactory conditions: Lubinets reacts to the scandal over food in Odesa psychiatric hospital

Dmytro Lubinets took control of the situation in Odesa Psychiatric Hospital No. 2, where a soldier went on a hunger strike due to poor conditions. The Ombudsman confirmed the unsatisfactory condition of the institution and sent recommendations to eliminate violations.
The Ukrainian Parliament Commissioner for Human Rights Dmytro Lubinets responded to the situation in Odesa Regional Psychiatric Hospital #2, where a military man went on a hunger strike due to unsatisfactory conditions of detention. The Ombudsman took the situation under his personal control. This was reported by UNN with reference to Lubinets' statement.

According to the ombudsman, his team discovered the video of the military man while monitoring social media.
After that, the representative of the Ombudsman in Odesa region Maria Popova together with the staff of the regional office made a targeted visit to the Municipal Non-Profit Enterprise “Odesa Regional Psychiatric Hospital No. 2” of the Odesa Regional Council to check the adequacy of the conditions of stay of the military during treatment.
Unfortunately, the information was confirmed by the results of the visit. The conditions in which patients, including military personnel, are kept are completely unsatisfactory and do not meet the established standards
He also added that the medical institution is at the final stage of reorganization and is joining the Odesa Regional Mental Health Center.
The Ombudsman said that on , in view of the identified violations of patients' rights, letters were urgently sent with recommendations to the state authorities on the necessary measures to eliminate them.
In addition, based on the information received from the regional military administration and the Department of Health, appropriate management decisions will be made in the near future, including possible administrative prosecution of those responsible for catering, as well as consideration of renegotiating contracts with another supplier. Context
A combat medic went on a hunger strike because of poor food and conditions in a psychiatric hospital in Odesa region. In his social media, Konoplya noted that patients are fed food that looks more like glue, and the walls in the wards are covered with mold.
He attached a video to his message showing what the food looked like and the conditions of his stay in the hospital.
The Odesa RSA responded to the scandal. The deputy head of the Odesa Regional State Administration, Oleksandr Kharlov, instructed the relevant department to conduct an inspection and immediately solve the problem with food in one of the regional specialized psychiatric care facilities.
However, it is worth noting that the systemic solution to this problem is the responsibility of the Ministry of Health and the Ministry of Defense.
