Former and current heads of the Territorial Recruitment and Social Support Centers entered false data into the "Oberih" register, creating fictitious mobilizations. They were notified of suspicion of official forgery.
Law enforcement officers notified the former head of a district Territorial Recruitment and Social Support Center (TCC and SP) in Bukovyna, the acting head of a district TCC and SP, and the head of a district Territorial Recruitment and Social Support Center in Volyn of suspicion. They entered false information into the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists, "Oberih," in order to artificially inflate the figures for fulfilling mobilization plans. UNN reports this with reference to the Office of the Prosecutor General.

According to the investigation, this concerns at least 120 fictitious mobilizations. In particular, records were created in Bukovyna for 73 nonexistent persons liable for military service, while in Volyn nearly 50 men and women who were already serving in the military at the time were recorded as allegedly mobilized.
According to the investigation, the former head of a district TCC and SP in Chernivtsi region created accounts in "Oberih" for individuals using fabricated personal data. He subsequently documented their alleged conscription into military service, issued orders for mobilization and assignment to military units, and later orders removing them from the military register. During January-February 2026 alone, information about at least 73 fictitious "mobilized" persons was entered into the register in this way. In Volyn, according to the investigation, the acting head of the TCC and SP entered false information into the register during 2025-2026 about the mobilization of 25 service members who were already serving. He also issued the relevant orders to confirm the fictitious conscription. The current head of one of the district TCCs and SPs acted according to a similar scheme. During 2025-2026, he formally "mobilized" another 23 people
All those detained were notified of suspicion of unauthorized actions involving information processed in automated systems and official forgery (Parts 1 and 3 of Article 362 and Part 1 of Article 366 of the Criminal Code of Ukraine). The penalties under these articles depend on the severity of the consequences, but taken together, such offenses may be punishable by restriction of liberty or imprisonment for several years, along with deprivation of the right to hold certain positions.
