The Verkhovna Rada adopted in the second reading and in general the draft law on the integration of the Ukrainian electricity market into the European one. This was reported by UNN with reference to the parliament's press service.
Details
As reported by the Verkhovna Rada, the document is aimed at forming a comprehensive legal framework for the full integration of the Ukrainian electricity market into the internal energy market of the European Union.
In particular, it provides for:
- creation of a legal framework for market coupling of the “day-ahead” and intraday markets with European trading zones (so that electricity trading takes place in a coordinated manner in terms of prices and volumes both for the next day and on the same day);
- implementation of the European model of risk preparedness in the electricity sector and introduction of capacity assurance mechanisms;
- regulation of interaction between the transmission system operator and the market operator to ensure cross-border electricity exchange;
- development of new flexible market instruments, in particular aggregation and demand management activities (new ways to flexibly manage supply and demand will appear, including combining small energy sources (aggregation) and controlling when and how much consumers use electricity);
- strengthening the role of consumers through the development of community energy associations and the institution of active consumers.
The document also introduces risk preparedness plans, strengthens coordination with regional centers, and ensures compliance with ENTSO-E requirements (the Ukrainian energy system will operate according to the standards and rules of the European electricity transmission network (ENTSO-E) to ensure safety and compatibility with EU countries).

President of Ukraine Volodymyr Zelenskyy stated that if Russia is ready to stop striking Ukrainian energy facilities, Ukraine is ready to respond in kind.
