Ashes of the first head of the OUN, Yevhen Konovalets, to be reburied in Ukraine - government decision

The government has ordered the reburial of the remains of Colonel of the Army of the Ukrainian People's Republic and the first head of the OUN, Yevhen Konovalets, at the National Military Memorial Cemetery.

The Cabinet of Ministers has decided to rebury in Ukraine the remains of Colonel of the Army of the Ukrainian People's Republic, the first head of the Organization of Ukrainian Nationalists, Yevhen Konovalets. This is stated in government order No. 703-r of July 15, reports UNN

To carry out the reburial in Ukraine of the remains of Yevhen Konovalets - an outstanding fighter for the independence of Ukraine in the 20th century, a state, military and political figure, Colonel of the Army of the Ukrainian People's Republic, the first head of the Organization of Ukrainian Nationalists in 1929-1938 on the territory of the National Military Memorial Cemetery 

- the order states. 

The Cabinet of Ministers also instructed central executive authorities and institutions to ensure, within their powers, the implementation of the action plan within the expenditures provided for in the State Budget of Ukraine for 2026, local budget funds, as well as from other sources not prohibited by law.

According to the action plan for organizing the reburial of Konovalets' remains, it is envisaged that the organization and implementation of reburial measures shall be carried out by the Ministry of Veterans Affairs, the Ukrainian Institute of National Remembrance, the Ministry of Foreign Affairs, the Ministry of Defense, and the State Institution "National Military Memorial Cemetery" (by agreement). 

The Ministry of Foreign Affairs must ensure: 

  • interaction in the established manner with the authorized bodies of the Kingdom of the Netherlands regarding obtaining permits for the exhumation of Yevhen Konovalets' remains, as well as to ensure their movement across the state border;
    • the implementation by foreign diplomatic missions of Ukraine of measures to honor the memory of the person being reburied, taking into account the requirements of the legislation of the state where the remains are located;
      • submission by the Ministry of Veterans Affairs of documents confirming the exhumation and transportation of the coffin with remains or the urn with ashes. 

        The Ministry of Foreign Affairs must also organize the transportation of Yevhen Konovalets' remains from the Netherlands to the state border of Ukraine. 

        The Ministry of Veterans Affairs, the State Border Guard Service, the Ministry of Defense, and the Zakarpattia Regional State Administration must organize ceremonial events related to the repatriation of the remains during the crossing of the state border of Ukraine and their movement through the territory of Ukraine. 

        The Ukrainian Institute of National Remembrance, the Ministry of Veterans Affairs, the Ministry of Defense, and the Kyiv City Military Administration must organize the preparation and holding in Kyiv of events to honor the memory of Konovalets, involving representatives of central executive authorities, local self-government bodies, representatives of the foreign diplomatic corps accredited in Ukraine, and the public. 

        The State Institution "National Military Memorial Cemetery" (by agreement), the Ministry of Defense, and the Ministry of Veterans Affairs must organize the reburial of Konovalets' remains on the territory of the NMMC with military honors in accordance with the Charter of Garrison and Guard Services of the Armed Forces of Ukraine. 

        Addition

        Yevhen Konovalets (1891–1938) - Ukrainian military, political and public figure, organizer of the Corps of Sich Riflemen, Colonel of the Army of the Ukrainian People's Republic, founder and first head of the Organization of Ukrainian Nationalists. 

        On May 23, 1938, in Rotterdam, he was killed by an agent of the Soviet special service, Pavlo Sudoplatov. Sudoplatov handed Konovalets an explosive device disguised as a box of chocolates with Ukrainian ornamentation as a gift "from friends" at the cafe of the "Atlanta" hotel in Rotterdam. After the box was turned to a horizontal position, it exploded.

        Yevhen Konovalets was buried at the Crooswijk Cemetery in Rotterdam.

        President of Ukraine Volodymyr Zelenskyy took part in the ceremony of reburial of Colonel of the UPR Army, head of the Organization of Ukrainian Nationalists Andriy Melnyk and his wife Sofia Fedak-Melnyk on the territory of the National Military Memorial Cemetery and hinted at who among the next prominent Ukrainians they want to bring home.
