According to Nebenzya, Alimov, who is responsible for UN-related issues, was supposed to participate in a meeting chaired by Chinese Foreign Minister Wang Yi. The Russian diplomat called this a "glaring case of disrespect" toward the Chinese presidency and a violation of the US's obligations as the host country of the UN headquarters.

He also noted that, according to available information, Iranian Foreign Minister Abbas Araghchi, who was also supposed to attend the meeting, did not receive a visa either.
