Context
German Chancellor Friedrich Merz proposed granting Ukraine a direct role in European Union structures as an intermediate step toward EU membership, which, according to him, could help reach an agreement to end the war caused by the Russian invasion.
At the same time, according to Merz, Kyiv cannot currently obtain full membership and voting rights in the European Union.
