Those who are already receiving a second higher education will be given the opportunity to complete it: the Rada provided details on possible changes to mobilization

The Verkhovna Rada of Ukraine is considering new draft laws on mobilization, which provide for the possibility of completing a second higher education.
MP, Deputy Chairman of the Committee on Social Policy and Veterans' Rights Mykhailo Tsymbalyuk spoke about possible changes to mobilization in Ukraine during a telethon, UNN reports.

The working group, which includes representatives of all factions and groups, continues to work. They are working on improving the legislation in the field of military activity. And in the coming days we will consider a number of draft laws, including those developed by this working group
According to him, MPs consult with senior military leadership when drafting bills related to mobilization or demobilization, as well as other defense sector issues.
Tsymbalyuk noted that the working group working on the draft laws includes representatives of the Armed Forces and all defense forces.
In the near future, it is proposed:
- to establish 90-day leaves with full pay for persons returning from captivity;
- to establish the right to discharge stateless persons or foreigners from military service;
- to establish the right to discharge from military service persons with disabilities of the first or second group;
- to establish the right to discharge from military service or demobilization of women cadets who have terminated their contract early.
"We also plan to regulate the right to deferment for teachers of higher vocational education with this draft law, and the draft law also regulates the right to deferment for persons receiving higher education," added Tsymbalyuk.
However, he noted that there is currently a discussion about students to prevent violations of their rights to education.
But what has been decided is that when a person receives a second or third higher education, to give the opportunity to complete this training, it has definitely been decided
At the same time, the legal department of the Verkhovna Rada is preparing proposals for those who in the future will want to receive a second, third higher or vocational training, namely how this right can be limited.
The future draft law also plans to grant conscripts the right to demobilize. According to him, conscripts have already served their statutory terms.
In addition, the issue of how to minimize the number of caregivers for people with the first and second disability groups is being discussed.
"Currently, the law does not limit this number. We plan to limit it. One person of military age is entitled to a deferment for caring for a disabled person if there are no other family members who can care for him or her," Tsymbalyuk said, adding that he is not talking about pensioners, but about family members of working age.
