
The Verkhovna Rada Committee supported the draft law on the use of weapons by the National Guard during mass riots: details

The Verkhovna Rada Committee supported draft law No. 10311, which allows the National Guard to use special means to stop mass riots. The use of batons, electroshockers and sound and light grenades is permitted.
The Committee on Law Enforcement recommended that the Verkhovna Rada adopt as a whole draft law №10311, which proposes to allow the National Guard to use rubber, plastic batons, means equipped with tear and irritating substances, electric shock devices, grenades and light and sound ammunition, means of acoustic and microwave impact to suppress mass riots, reports UNN.
"To recommend to the Verkhovna Rada of Ukraine to adopt the mentioned draft law (№10311 - ed.) in the second reading and as a whole as a Law", - is said in the message of March 6.
The Verkhovna Rada adopted draft law № 10311 as a basis in May 2024.
However, before the second reading, the law enforcement committee of the Verkhovna Rada added a number of amendments to the wording, with which it was recommended.
According to the comparative table of the draft law, it is proposed to allow servicemen of the National Guard to use rubber and plastic batons, means equipped with tear and irritating substances, electric shock devices of contact and contact-distance action, in particular for:
⦁ suppression of mass riots;
⦁ suppression of group illegal actions of persons sentenced to imprisonment in institutions of pre-trial detention, execution of sentences;
⦁ detention of an armed person who threatens to use weapons or other objects that pose a threat to the life and health of a serviceman of the National Guard of Ukraine or other persons;
⦁ repelling an attack on a serviceman of the National Guard of Ukraine or on other persons, military facilities of the National Guard of Ukraine, other objects protected by it, special cargo;
⦁ detention of a person who commits (committed) an offense and physically or armed resists or maliciously disobeys the lawful demand of a serviceman of the National Guard of Ukraine.
Devices, grenades and ammunition of light and sound action, means of acoustic and microwave impact are allowed to be used by the National Guard, in particular, for:
⦁ suppression of mass riots;
⦁ repelling an attack on a serviceman of the National Guard of Ukraine or on other persons, on military facilities of the National Guard of Ukraine, other objects protected by it, special cargo;
⦁ detention of a person who is armed, or to force such a person to leave the territory (vehicle, building, structure, land plot) on which he is located;
⦁ release of a person illegally deprived of liberty, or prisoners of war who are in the premises.
Unmanned aerial vehicles are allowed to be used by the National Guard, in particular, for:
⦁ detection and suppression of violations of the order and rules of use of the airspace of Ukraine by operators of unmanned aerial vehicles.
Servicemen of the National Guard of Ukraine have the right to use firearms in case of extreme necessity, in particular, for:
⦁ detention of a person who is armed, tries to escape using weapons and/or other objects that pose a threat to human life and health, as well as an armed person who threatens to use weapons or other objects that pose a threat to the life and health of a serviceman or other persons.
The use of firearms by a serviceman of the National Guard without warning is allowed, in particular:
⦁ when a person detained by a serviceman with a weapon in his hands tries to approach him, shortening the distance determined by him, or to touch a firearm.
A serviceman has the right to expose a firearm and bring it into readiness if he believes that in the situation there may be grounds for its use.
