This is presented as an alleged initiative of the TOT population, and the locals are denied aid, feeding them with promises. This was reported by the National Resistance, according to UNN.

According to the National Resistance Center, Ukrainians are not a priority for the Kremlin, and humanitarian aid to the TOT is used to blackmail and bribe the population's loyalty. At the same time, the needs of ethnic Russians are a higher priority, as the Kremlin is well aware that the TOT is not Russia.

As a result, all humanitarian aid was redirected to Kursk region. It is presented as an initiative of the TOT population, but the locals are currently denied the aid. Instead, they are fed with promises
