Russian Sports Minister Mikhail Degtyarev stated that the Russian Olympic Committee operates in all territories of the Russian Federation, including the occupied territories of Ukraine. This reveals an attempt to deceive the IOC through the formal liquidation of regional councils.

Minister of Sports and head of the Russian Olympic Committee (ROC) Mikhail Degtyarev openly stated that the ROC allegedly "has not renounced any territories" and continues to operate throughout the entire territory of the Russian Federation as recorded in its constitution. This refers to the ROC's activities in the temporarily occupied territories of Ukraine. This is reported by the Center for Countering Disinformation of the National Security and Defense Council of Ukraine (CCD), informs UNN.
Details
It is noted that with these words, the Russian official effectively confirmed an attempt to deceive the International Olympic Committee in order to lift restrictions: to achieve a formal revocation of the suspension, the ROC resorted to legal tricks - it removed from its charter the provisions on regional Olympic councils and assured the IOC in writing that it would not conduct activities in the temporarily occupied territories of Ukraine.
However, Degtyarev boasts to the domestic audience that this is merely a formal change in the "organizational and staffing structure" to throw off the scent. According to his logic, Moscow has "outwitted" the international body, because the ROC continues to consider these territories as its own, and the actual activities in the seized lands will simply be transferred to the Ministry of Sports of the Russian Federation, which Degtyarev also heads
There, they conclude that such behavior is a classic example of the Kremlin's tactics: signing official commitments to return to world sports while simultaneously inventing loopholes to circumvent them.
Reminder
The Kremlin calls the IOC's decision to transfer the right to admit Russian athletes to federations a "great victory." The CCD stated that the return of the Russian flag to competitions during the war is unacceptable.
