All human rights monitoring mechanisms have come to a common conclusion: the terror perpetrated by the Russian authorities against Ukrainians is widespread and systemic. This was also confirmed in the latest report of the Office of the High Commissioner for Human Rights (OHCHR), which stated that "Russia has created a stifling climate of fear in the occupied territories, committing widespread violations of international humanitarian law in an attempt to consolidate its control over the civilian population.

The representative of the Coordination Headquarters noted the intensification of the next phase of the OSCE Moscow Mechanism, which has been mandated to verify arbitrary detentions of Ukrainian citizens by Russia. She used the Chinese proverb "Heaven's vengeance is slow but sure," which was referenced by the President of the International Criminal Court, to emphasize that justice can be slow but inexorable.
