The Ministry of Health has provided detailed explanations on re-examinations for people with disabilities. It explains the validity of the certificates, the specifics of the examinations and exceptions for different categories of citizens.

The Ministry of Health provided clarification on re-examinations for people with disabilities in connection with the liquidation of the MSEC. The department answered the most common questions and also informed who and when to come, UNN reports with reference to the Ministry of Health.

Are the disability status and the MSEC certificate valid until the date of the next assessment?

Yes, the disability status is valid according to the current documents issued by the MSEC. All rights, payments, benefits, social services, and deferrals remain valid along with them.

If you have an open-ended status (i.e., your disability is for life).

In this case, there is no need to undergo an assessment. All rights, documents, payments, benefits, social services and deferrals remain in effect. Reassessment is possible only at your request or by court order.

If the re-examination date falls between January and June 2025:

The re-examination period has been extended by 6 months from the start of the implementation of the day-to-day operation assessment, as well as the relevant rights, payments and guarantees. For example, if the re-examination was scheduled for March 10, 2025, the deadline for the re-examination has been extended to June 30, 2025. To undergo a re-examination, you will need to contact a specialized attending physician who will form a referral for evaluation. It will be conducted by expert teams under the new rules.

If, for valid reasons, they were unable to pass the re-examination earlier during 2022-2024, guided by the relevant provision in the legislation:

You will need to pass a second review and evaluation:

Men aged 25-60 with disability group 2 or 3 - until November 1, 2025;

All other patients - until April 1, 2026.

Exceptions - impossibility of repeated examination due to the following reasons:

people are in the territories where hostilities are taking place or temporarily occupied territories,

patients with severe impairment of body functions (missing a limb or one of the paired organs, deaf or blind, oncological or mental illness),

active military personnel, police officers and employees of the Security Service of Ukraine - their disability status remains valid for the period of military service and for 60 calendar days from the date of discharge from military service.

If your documents are already with the MSEC and the date of the hearing is set for 2025.

In this case, the case will be transferred to a designated health care facility where expert teams will work. The case will be considered on the day that was previously appointed by the MSEC. At the same time, the new address where the assessment will take place will be provided.

Will there be documents in force that define the need for constant care for people with disability group 1 or 2?

If a temporary disability was established (with an indication of the re-examination period) with a re-examination in 2025, the issued MSEC documents are valid until the re-examination. Accordingly, the same documents can be used to renew deferral documents in the MCC and agreements on reimbursement for care services provided.
