Reducing the burden on business: Ukraine proposes to simplify sanitary norms and rules

The Interagency Working Group on Deregulation recommends abolishing a significant part of the analyzed regulations to ease the burden on business and promote economic growth.
The Interagency Working Group on Deregulation has recommended the abolition of 221 regulatory instruments in state sanitary rules and regulations. This was reported by UNN with reference to the Ministry of Economy of Ukraine.
Details
This is due to irrelevance, obsolescence, or duplication with other state regulatory instruments. In total, this is 74% of the 298 instruments analyzed.
In particular, the interagency working group proposes to cancel:
- Approval of the project of enterprise re-profiling
- Approval of the use of stove heating in computer gaming facilities located in rural areas with up to 10 gaming seats
- Approval of the text of the label for labeling packaged drinking water and other accompanying information on its origin and properties
- Approval of the frequency and scope of bacteriological control of production
- Approval of materials for the production of printed materials for children
- Approval of the schedule and scope of radiation monitoring during the daily operation of the X-ray room
- Notification of intention to carry out practical activities with ionizing radiation sources
- Approval of establishing the category of an enterprise or facility that applies radiation and nuclear technologies or uses radiation sources
The abolition of outdated and irrelevant instruments in sanitary rules and regulations will reduce the burden on business. In particular, entrepreneurs will be able to save time and money by reducing the number of permits they need to obtain. This, in turn, will lead to business growth and stabilization of Ukraine's economy as a whole
At the same time, the IWG also proposes to optimize 47 instruments to bring them in line with the current legislation. These are:
- Expert opinion on the quality and safety of products of animal and plant origin
- Registration of chemical and biological substances, synthetic and polymeric materials intended for use in the coal industry
- Permission to sell finished egg products from the enterprise
Addendum
The Ministry of Energy reminded that the reform of deregulation of entrepreneurs' work is ongoing in Ukraine. In order to simplify the business environment, in January 2023, the Government established an Interagency Working Group on Deregulation, which has already reviewed 1323 regulatory instruments for business.
Of these, 456 are recommended to be canceled and 584 are recommended to be simplified. As of December 12, 100 instruments have already been canceled.

More than 60 thousand small and medium-sized enterprises in Ukraine became the winners of public procurement in October 2023. The companies that could be accurately classified received orders for more than UAH 20 billion, which is 71 percent of the total amount of contracts.
