Russian President Vladimir Putin has arrived in Kazakhstan on a state visit. As Putin's plane approached Astana, other vessels circled Kazakhstan. The program of Putin's visit includes high-level talks. The appearance of the Russian dictator in Astana coincides with the CSTO meeting, in which Kazakhstan chairs.
