"Conflicts are 'fueled' more easily than people receive nutrition," he said during a visit to the headquarters of the UN World Food Program in Rome.
He emphasized that this reflects not only operational shortcomings but also a fundamental imbalance in political and moral priorities.
The World Food Program is the world's largest provider of food aid. Its largest donor is the United States, which last week announced a new contribution of $800 million.
Pope Leo stressed that access to food is a fundamental human right, based on the dignity of each person, and that overcoming hunger not only helps the needy but also reduces the causes of geopolitical instability.
