Dmytro Lubinets stated about mass violations of human rights by TCC, including physical violence, denial of access to lawyers, and forced signing of documents, calling for urgent action.

Human rights violations by employees of TCC and SP have become systemic and widespread. Dmytro Lubinets, Commissioner of the Verkhovna Rada for Human Rights, spoke about egregious cases of actions by military TCCs, reports UNN.

Based on numerous appeals from citizens to the Ombudsman's Office, I can clearly state that human rights violations by employees of TCC and SP have become systemic and widespread. It seems that illegal detentions and beatings by representatives of TCC and SP have become a new viral trend that cannot be stopped without a strong reaction from the state

Dangerous trends and cases of abuse

According to Lubinets, his office is recording not just individual violations, but outright displays of violence and abuse of power.

Among the most egregious cases:

  • physical violence and frequent cases of beatings of citizens. There are situations where groups of people are forcibly detained on the streets, in shopping malls, near the subway, using brute physical force;
    • knocking people down on the roads. There are reports of cases where TCC and SP employees deliberately cause traffic accidents in order to forcibly stop cyclists or motorcyclists.

      Violation of the right to defense and legal guarantees

      His office also records violations of legislation by TCC and SP employees such as:

      • deprivation of the right to legal defense. TCC and SP employees do not allow lawyers to see detainees, preventing them from exercising their legal rights;
        • concealment of information about detained citizens. Relatives and human rights activists cannot obtain information about the whereabouts of detainees, which is a direct violation of human rights;
          • non-admission of representatives of the Commissioner for Human Rights. Due to non-admission, they cannot monitor the observance of the rights of detainees, which hinders the effective protection of citizens;
            • forced signing of documents. There are numerous testimonies that people are forced to sign subpoenas or other documents without explaining their content and legal consequences;
              • detention without proper grounds. There are known cases when mobilization measures were applied to persons who have legal grounds for deferral or are not subject to mobilization at all (students, people with disabilities, citizens who care for seriously ill relatives, etc.).

                The systematic and widespread nature of these violations requires urgent solutions at the state level to ensure respect for human rights in the context of the mobilization process.

                Today, MP Oleksiy Honcharenko reported that it was planned to summon Dmytro Lubinets to hear information about human rights violations, in particular, regarding the actions of the TCC.

                However, according to him, the Verkhovna Rada did not support the appeal.

                "Only 124 people voted "for". This is not enough to summon the Commissioner. Speaker Stefanchuk stated that Lubinets has already prepared a report and will provide it. But it would be more effective if the Commissioner was personally in the Rada," Honcharenko said.

                At the same time, Lubinets added that he is ready to personally attend the Rada meeting at any time and present his detailed analysis of this situation and propose mechanisms for resolving this problem in the legal field.
