The mayor of one of the territorial communities in the Obukhiv district of Kyiv region has been notified of suspicion of misappropriation of water fund lands and embezzlement of budget funds. The total amount of damages subject to criminal proceedings exceeds UAH 75 million. This was reported by the Office of the Prosecutor General, as reported by UNN.

According to the investigation, the official organized a scheme of illegal appropriation of water fund lands through straw persons. Initially, the plots were registered as private property, after which some of them were legalized by concluding purchase and sale agreements with third parties.
The prosecutor's office also reported that in 2025, the suspect again appropriated water and forest fund lands by entering false information into documentation and state registers.
"As a result of the artificial change of coordinates, the land plots were actually moved to more valuable areas – to the forest massif and the coastal protection strip of the Stuhna River," the Office of the Prosecutor General noted.
In addition, law enforcement officers documented the alleged embezzlement of budget funds during the execution of a contract for landscaping the community's territory worth almost UAH 8.5 million.
According to the investigation, more than 1,500 hours of operation of special equipment, the use of which was not provided for by the procurement conditions and regulatory documents, were unjustifiably included in the acts of completed works. Despite this, the mayor, as stated, signed the acceptance certificates for the completed works, which became the basis for transferring over UAH 1.3 million in budget funds to the contractor.
The total value of land assets and budget funds subject to criminal proceedings exceeds UAH 75 million.
The prosecutor's office applied to the court with a request to impose a preventive measure on the suspect in the form of detention with an alternative of bail in the amount of UAH 75 million, as well as his suspension from office.
The Office of the Prosecutor General also reported that during covert investigative actions in the official's office, conversations were recorded that may indicate the preparation of schemes for illegal privatization of land and obtaining undue advantage during the distribution of budget funds. These facts will be given a separate legal assessment within the criminal proceedings.
