Hacker attack on Kyivstar: The Ministry of Digital Transformation explained how the failure affects national roaming

Kyivstar subscribers cannot use national roaming due to a technical failure caused by a hacker attack. The ministry assures that the problem is temporary and they are working on its solution.
Kyivstar subscribers are temporarily unable to use other operators' services through internal roaming due to a malfunction of the mobile operator. In a commentary to UNN, Yulia Abramova, head of the Communications Sector of the Ministry of Digital Transformation, explained that this is due to the fact that the company is currently unable to send information about its subscribers.
National roaming is not working because Kyivstar's network cannot transfer information about its subscribers to other operators' networks due to a general technical failure. That is, the problem with communication has affected other services, such as national roaming

Yulia Abramova noted that this is a temporary problem. Currently, all Kyivstar specialists are actively working on its solution, so the services should be restored soon.
The head of the communications sector also said:
"After the current problem is resolved, we will discuss with all mobile operators how to avoid similar situations in the future and protect users from unexpected communication problems."

Later, the mobile operator explained the large-scale outage as a powerful hacker attack and said it was working on restoring the network and would pay compensation to affected subscribers.
