About 200 exceptions: Estonia explained why sanctions against the russian federation were allowed to be evaded
Kyiv • UNN
Estonia has made the necessary exceptions to sanctions against russia to avoid environmental hazards associated with stuck fertilizers and to ensure a transition away from russian investments.
Estonia emphasizes that exceptions to the sanctions imposed against russia were made only when absolutely necessary. This is reported by ERR with reference to the statement of Andres Siplane, chief specialist of the Department of Sanctions and Control of Strategic Goods of the Ministry of Foreign Affairs, UNN reports.
Details
According to him, sometimes it was necessary to allow ignoring sanctions for security reasons.
When the full-scale war began, we had a large amount of fertilizers in our ports that posed a danger to the environment. They were frozen (left in the port - ed.) because they belonged to oligarchs. But we had to do something to avoid a catastrophe, so an exception was made to export these fertilizers
In addition, exceptions are made when a transition period is established for the imposed sanctions. For example, if people invested in the russian stock market before the full-scale invasion.
Now the world has realized that this was not a good idea, and people had the opportunity to exit the Russian stock market and get rid of their shares by a certain date. This date has recently come
Addendum
According to Siplane , in Finland, exceptions were made (for at least one Finnish company) to allow the sale of a subsidiary operating in russia. No such exceptions were made in Estonia.
The expert noted that new sanctions often lead to a new transition period and new exceptions. For example, the recently introduced sanctions against the russian diamond business. They can also lead to some exceptions.
Recall
Finland has approved about 200 exemptions from sanctions against Russia out of more than 500 requests, mainly for lifting personal sanctions and transferring funds. They also allow payments related to the property of sanctioned persons and facilitate the exit of Finnish companies from Russia.
