Director of Veteran Policy Department at KCSA Svitlyi received a fake disability to avoid conscription

The head of the KCSA's social policy department was found to have forged medical documents to obtain a 2nd disability group. The official illegally received almost UAH 300 thousand in social benefits and avoided conscription.
The director of the Department of Social and Veteran Policy of the Kyiv City State Administration (KCSA) was exposed for illegally receiving the 2nd group of disability, UNN reports.
As it became known from our own sources, this is the director of the Department of Social and Veteran Policy of KCSA Ruslan Svetloy.
Details
According to the case file, in 2022, the defendant submitted to one of the Kyiv district medical examiner's offices forged medical certificates about his diagnosis, which was not true, as well as fake "extracts from the medical record" that allegedly certified his stay in hospital.
As a result, this allowed the official to unreasonably receive a 2nd disability group, which not only "guaranteed a reservation" from military service, but also allowed him to receive disability payments from the state budget.
In particular, the investigation found that since 2022, the official has been awarded almost UAH 300 thousand of social support as a person with a disability.
Based on the SBU materials, the official was served a notice of suspicion under the following articles of the Criminal Code of Ukraine:
▪️ part 3 and part 4 of Article 358 (forgery of documents, seals, stamps and forms, sale or use of forged documents, seals, stamps);
▪️ part 3 of Article 190 (fraud).
The pre-trial investigation is ongoing. Comprehensive measures are being taken to establish the circumstances of the crime and bring all perpetrators to justice.
The investigation is conducted under the supervision of the Kyiv City Prosecutor's Office.
