"Customs visa-free regime": Ukrainian business with simplified procedures doubled joint transit in the first quarter of this year

In the first quarter of 2024, the number of Ukrainian companies that received permits for transit facilitation under the joint transit procedure doubled compared to the first quarter of 2023, indicating an increase in business activity despite the ongoing military operations.

Ukrainian businesses have become more active in applying transit simplifications. In the first quarter of 2024, the number of companies that received authorizations doubled. The State Customs Service summarized the results of the most effective period of "customs visa-free regime" , UNN reports .

Despite the hostilities and the difficult situation on Ukraine's western border, the first quarter of 2024 was the most productive by all accounts compared to the previous quarters since the start of the Common Transit Procedure (NCTS) in Ukraine, i.e. from October 1, 2022.

The agency noted that a third of the total number of transit declarations under the joint transit procedure was issued in January-March 2024 - 23.5 thousand out of more than 65 thousand.

Thus, more than 19 thousand movements initiated by the customs authorities of Ukraine were successfully completed in the countries party to the Convention on the Common Transit Procedure. At the same time, almost 4.5 thousand movements initiated in other countries party to the Convention were successfully completed in Ukraine.

Compared to the same period last year, i.e. the first quarter of 2023, the rate of successfully completed relocations started in Ukraine increased 13 times, and relocations started in other countries party to the Convention increased 9 times.

Between January and March 2024, the number of companies that have received and are using authorizations for the application of transit simplifications in accordance with the Convention almost doubled - their number increased from 57 to 101. 121 authorizations were granted to them (out of 303 during the period of Ukraine's application of the Convention), including:

📌 "authorized shipper status" - 27 (out of 74)

📌 "status of authorized consignee" - 27 (out of 69)

📌 "use of special type of seals" - 22 (out of 44).

With regard to guarantees under the common transit procedure, the number of individual guarantees registered in the electronic transit system in accordance with the terms of the Convention doubled in the first quarter of 2024.  In this quarter alone, almost 3 thousand individual guarantees worth more than EUR 95 million were registered. And since Ukraine joined the Convention on a Common Transit Procedure, as of the end of the quarter, almost 5.5 thousand individual guarantees were in force (including used) in the NCTS system, totaling EUR 274 million.

It should be noted that 21 general guarantees worth EUR 38 million were registered during this period. Since the launch of the NCTS system , a total of 74 general guarantees have been registered (50 are currently in force, totaling EUR 167 million).
