The investigation into the case of misappropriation of over UAH 62 million of funds of the State Special Communications Service has been completed. As of today, NABU detectives, on behalf of the SAPO prosecutor, have opened the case file to the defense for review.

The investigation into the misappropriation of more than UAH 62 million by an organized group, which included the leadership of the State Special Communications Service, has been completed, UNN reports, citing NABU and SAPO.

Details

The investigation established that in 2020-2022, the owner of the group of companies, in collusion with the management of the State Special Communications Service, developed a scheme to misappropriate budget funds allocated for the purchase of equipment and software. For this purpose, two controlled companies were involved, and the procurement was classified to avoid open bidding and ensure their victory. The state-owned enterprise subordinated to the State Service for Special Communications and Information Protection entered into contracts with these companies for the supply of relevant software and services and transferred funds in the amount of over UAH 285 million in 2021-2022. However, the actual cost of the software purchased by the companies from a foreign manufacturer was UAH 223 million, and the difference of more than UAH 62 million was seized by the offenders.

Among the suspects:

  • Head of the State Special Communications Service and his deputy; 
  • CEO and employee of a state-owned enterprise; 
  • the owner of the group of companies (the organizer of the scheme) and one of its employees.

The actions of the suspects are classified as a crime under Part 5 of Art. 191 of the Criminal Code of Ukraine.

The SAPO noted that the materials regarding another wanted suspect were separated into a separate proceeding.
