As previously reported, the deputies offered USD 100,000 to the head of the Sumy City Military Administration for merging two medical institutions, which would increase funding, and for retaining one of the persons who provided the unlawful benefit as the head of the merged hospital. In addition, the individuals promised to provide military administration officials with 10-20% of the allocated budget funding for the newly created medical institution.

The deputies were detained red-handed immediately after they provided the first installment of the agreed funds - $50,000.
