The UN has presented the Response Plan for the autumn-winter period 2026-2027, which provides $358 million for 2.1 million Ukrainians. The aid will include heating, housing repairs, medical and food support.

It is noted that the escalation of hostilities, repeated forced displacements of people, and systematic strikes on critical energy infrastructure are deepening people's vulnerability, especially residents of frontline areas.

Taking into account the experience of last year's autumn-winter period, the Plan considers the consequences of shelling of energy infrastructure, which caused disruptions in electricity, heating, and water supply and affected millions of people across Ukraine both near the front line and further in urban centers

They emphasize that from October 2026 to March 2027, the UN humanitarian community plans to provide assistance with heating, housing repairs, medical aid, protection services, as well as food and cash assistance.

Winter preparation cannot begin with the first snow - it must start now. Last winter, we saw that due to shelling of energy infrastructure, families could be left without heating, electricity, and water supply for several days, and sometimes weeks during severe frosts. Humanitarian organizations are already preparing for winter to provide assistance to people before the cold sets in

He clarified that additional funding will be critical to ensure that the most vulnerable people across Ukraine receive the necessary assistance before winter and throughout the difficult autumn-winter period.
