The Russian occupation of Crimea, ongoing since 2014, is accompanied by predatory practices, one element of which is the seizure of state property for the benefit of legal or natural persons - the so-called "privatization". This is reported by UNN with reference to the Representative Office of the President of Ukraine in the Autonomous Republic of Crimea.
Details
Between 2015 and 2025, Russian occupiers and their collaborators privatized more than 120 objects worth over 26.4 billion rubles. These include objects of mechanical engineering, winemaking, sanatorium-resort sphere, oil and port infrastructure, etc.
In practice, the implementation of this policy took place through annual "privatization forecast plans" approved by Russia-controlled "representative bodies."
To expand the scale of "privatization," the Russians extended a pan-Russian federal law to Crimea, which allows small and medium-sized businesses to buy out leased property without auctions and open tenders.
In 2020-2025, the occupiers used new alienation mechanisms: alongside traditional auctions, the scheme of transferring property to the "authorized capital" of joint-stock companies controlled by the occupation "administration" began to be actively applied.
In fact, this transformed state property of Ukraine into private assets of Russia-controlled structures and ignored formal trade procedures.
