In Ukraine, access to educational benefits for children of veterans has been simplified - Ministry of Defense

The Cabinet of Ministers has allowed children of veterans to use an extract from the Register instead of a Combatant ID card to access educational benefits. The document is available in the Diia app or at Administrative Service Centers (CNAPs).

The Cabinet of Ministers has simplified the process of obtaining educational benefits for the children of Ukrainian veterans in colleges and universities. An extract from the Veterans Register is now permitted to be used on par with a Combatant Status (UBD) certificate in certain cases. This was reported by the Ministry of Defense, according to UNN

It will become easier for the children of Ukrainian veterans to receive educational benefits in colleges and universities. From now on, an extract from the Veterans Register is allowed to be used on par with a Combatant Status (UBD) certificate in certain cases, 

the statement reads. 

Children of male and female veterans, as well as affected participants of the Revolution of Dignity, can choose to submit the following when applying for educational benefits in vocational, professional pre-higher, and higher education institutions:

  • either a parent's UBD certificate;
    • or an extract from the Unified State Register of War Veterans of one of the parents.

      Thus, in this case, the extract from the Register can be used on par with the UBD certificate, 

      the Ministry of Defense explained. 

      The extract can be obtained regardless of the place of registration—either remotely via the "Diia" portal or in paper form at a Center for Administrative Services (TsNAP). If such an extract is ordered independently by a child under the age of 23 (or their representative), a certificate of the student's status from the Unified State Electronic Database on Education (EDEBO) must be attached to the request.

      Upon the applicant's request, the extract is generated in electronic or paper form. The document contains a unique electronic identifier to verify its authenticity. Additionally, the extract from the Unified State Register of Veterans now contains additional useful information: which specific body or commission granted the person veteran status, the date it was granted, and the legal grounds.

      As a reminder, 

      The Cabinet of Ministers is launching a 1.5-year project to provide state assistance for education to the children of certain categories of persons who defended the independence, sovereignty, and territorial integrity of Ukraine.
