Deregulation continues in the defense sector—decisions have been made regarding changes in procurement using partners' funds, simplifying the circulation of painkillers, and the codification of explosives, Prime Minister Yulia Svyrydenko reported on social media on Saturday, UNN writes.

"We continue deregulation and the adaptation of procedures to wartime requirements in key areas," Svyrydenko indicated.
According to her, the government is implementing the following changes in the sphere of supporting the Defense Forces:
- procurement using international partners' funds is being simplified;
- conditions for the codification of explosive substances are being changed;
- the use of painkillers at the tactical level is being simplified.

"The Cabinet of Ministers of Ukraine has adopted changes to the procedure for coordinating international military aid during the period of martial law. The Ministry of Defense becomes the 'single window' for all components of the Defense Forces of Ukraine. It will generalize the needs of the security and defense sector, including the National Guard, the State Border Guard Service, the Security Service of Ukraine, and other formations," Svyrydenko noted.
The updated mechanism is expected to allow for the formation and provision to donors of proposals coordinated by Ukraine regarding the use of international financing to increase the efficiency of its attraction.
The DOT Defense Procurement Agency will be able to carry out procurements using foreign donor funds in the interests of all components of the security and defense sector.
Conditions for the codification of explosive substances
The Cabinet of Ministers of Ukraine has defined the procedure for the codification of Ukrainian-made explosive substances as separate supply items. This will allow them to be purchased for the specific needs of units, whereas previously they were accounted for only as part of ammunition.
The procedure for confirming characteristics for manufacturers remains unchanged. Codification must take place within 10 days after receiving the conclusion based on test results.
Use of painkillers
The Cabinet of Ministers has introduced changes to the circulation of painkillers for military units and medical units operating on the front line, at stabilization points, and in the warehouses of combat brigades.
"The Ministry of Defense gains the ability to independently determine the procedure for providing narcotic drugs, psychotropic substances, and precursors for units in combat zones. Peacetime requirements that complicated work in field conditions are temporarily canceled," the government official reported.
The regulation will be in effect during martial law and for another 60 days after its conclusion.
