Funding for energy efficiency in multi-story buildings expanded - what HOAs and housing cooperatives need to know

The statutory capital of the Energy Efficiency Fund has been increased to UAH 3.6 billion to support HOAs. The funds will be used for solar power plants, insulation, and housing restoration.

More managers of multi-story buildings will be able to count on state support for energy efficiency measures after the government expands funding, UNN reports with reference to the Ministry of Development.

The government approved a resolution to increase the authorized capital of the Energy Efficiency Fund by UAH 629.7 million.

"Thanks to this, its volume will exceed UAH 3.6 billion, which will allow expanding the financing of energy efficiency programs for condominiums and housing cooperatives," the Ministry of Development reported.

"We are strengthening the energy autonomy of apartment buildings and offering effective tools through which buildings can become truly energy independent. Energy efficiency programs, which provide Ukrainians with basic conditions even during attacks and mass blackouts, have already demonstrated their effectiveness, so we are increasing the funding of the Fund so that as many buildings as possible can receive financial support from the state," explained Deputy Prime Minister for Reconstruction - Minister of Communities and Territories Development Oleksiy Kuleba.

will be directed to the expansion and continuation of the "EnergoDIM", "VidnovyDIM" and "GreenDIM" programs. They provide an opportunity to receive compensation for energy efficiency and restoration of damaged buildings.

The funds, as noted, will go, in particular, to the expansion and continuation of programs such as:

  • "EnergoDIM" – allows condominiums to reimburse 60 to 70% of the costs of energy efficiency measures;
    • "VidnovyDIM" – provides financial support for construction work to restore residential buildings damaged as a result of the Russian military aggression against Ukraine;
      • "GreenDIM" – thanks to them, condominiums and housing cooperatives can receive up to 70% compensation for the cost of purchased solar power plants, energy storage systems and heat pumps, and up to 50% of the cost of generators.

        "Also, funding will be directed to partial reimbursement of costs for building insulation, installation of metering devices and housing restoration," the ministry said.
