Representatives of the European Parliament, the European Commission, and EU member states have reached a preliminary agreement on a new regulation that simplifies the deportation of migrants who have been denied asylum in the EU but cannot be expelled to their home countries. The European Union will now be able to establish stay centers for them in third countries. This was reported on the evening of June 1 by the Council of the European Union, according to UNN.
The new regulation will accelerate the return process and increase the number of returnees who have no legal right to stay in the EU. As AFP clarifies, several EU countries whose governments support tightening migration laws are in favor of creating such deportation centers. Among them are Germany, Austria, and Denmark. According to the agency, Kazakhstan, Uzbekistan, Rwanda, and Uganda could become future EU partners in the field of deportation.
The new regulation also provides for tougher sanctions for individuals who refuse to leave EU territory despite lacking a residence permit. In particular, it is expected that such migrants will be taken into custody more frequently, and re-entry bans to the European Union will be applied systematically.
The dpa agency notes that among the possible new measures to combat illegal migration is the reduction or complete termination of social benefit payments.
According to AFP, deportation centers in third countries were the main topic of the final stage of negotiations. In particular, France and Germany, as well as representatives of the European Parliament, insisted that they begin operating immediately. However, other EU countries secured a one-year delay to bring their legislation into line with the new norms.
In the coming weeks, the European Parliament and EU countries are expected to finalize the new regulation. According to media assessments, this will be more of a formality: in March, the initiative, which significantly tightens the EU's immigration policy, was approved by the European Parliament's Committee on Civil Liberties, Justice and Home Affairs, and subsequently by a plenary session of the parliament. At the end of May, the European Parliament and representatives of EU states agreed on the creation of deportation centers for illegal migrants in third countries.
The new rules have faced sharp criticism from non-governmental organizations. They fear systematic human rights violations, as such measures would allow for the expulsion of people to countries with which they have no connection.
