Energy, preparations for the school year, support for veterans: a meeting of the Congress of Local and Regional Authorities took place in Kyiv Oblast

A regional meeting  of the Congress of Local and Regional Authorities under the President of Ukraine was held in Kyiv region. The event was chaired by Ruslan Kravchenko, head of the Kyiv RMA, with the participation of  representatives of the regional military administration, territorial communities of the region, representatives of the government, parliament, and law enforcement agencies, UNN reports.

"The Congress is an effective  platform that allows regions, communities, government  and law enforcement representatives to be in constant dialog on the most pressing issues. And also to find the best ways to solve certain problems.  We discussed important issues both for Kyiv region and for the whole country," said Ruslan Kravchenko. 

The key issue is energy independence and energy security. Kyiv region  is accumulating all opportunities to decentralize generation and increase the number of alternative power sources. We involve business and international partners in the implementation of energy projects and implement state support tools.

"Kyiv region's readiness for the new heating season has already reached 70%. We plan to install 19 cogeneration units in 6 communities of the region, have already concluded 10 ESCO agreements for energy efficiency projects, and are installing solar power plants," said the head of the CRMA.

They also discussed the issue of preparing educational institutions for the new school year.  

Ruslan Kravchenko set a task for districts and communities - 100% of educational institutions should work offline or in a mixed format. To do this, we need to take care of the safety of education. This issue was raised at more than one meeting of the Congress of Regional and Local Authorities.  

"We have equipped 1285 shelters in educational institutions of Kyiv region. And this work continues. We raised with the government officials the issue of allocating a subvention to Kyiv region for the construction of new shelters. We also discussed the restoration of schools and kindergartens damaged as a result of the Russian occupation, school nutrition reform and a new quality of education," he added.

Another important aspect is the restoration of the Kyiv region. 

Ruslan Kravchenko reminded that the reconstruction and return of people to their homes and children to their native schools and kindergartens are the priority tasks of the CRMA. More than 19.8 thousand objects have already been restored out of almost 30 thousand damaged 

"We are doing everything to rebuild  as quickly as possible, efficiently and transparently. We have raised the issue of legislative obstacles to the reconstruction process," he added. 

The meeting also discussed veteran policy and rehabilitation of the military. 

Kyiv region is already working on comprehensive social protection and various approaches to reintegrating our heroes into civilian life.  

Ruslan Kravchenko reminded that an inclusive residential complex for veterans is currently being built in Kyiv region , job creation for veterans is being stimulated, and special veteran spaces are being organized on the basis of 8 educational institutions in the region.  

Two Veteran Development Centers have already been established at regional universities. Within the framework of the state project "Side by Side: Free and Strong," it is planned to open 4 Veterans Reintegration Centers in Brovary, Bila Tserkva, Irpin, and Boryspil. An important component is medical care and rehabilitation. 

Another issue is intensification of international cooperation. Kyiv region is constantly establishing contacts and strengthening partnerships with organizations and foreign regions. This is what makes it possible to implement many joint projects. "Among our active partners are Ile-de-France in France, the Central Bohemian Region of the Czech Republic, and Washington and Utah in the United States. We are also developing a large transport master plan project with South Korean partners," added the head of the Kyiv RMA.
