An organized group headed by Artem Shilo, a former advisor to the Presidential Office and SBU officer, embezzled almost UAH 95 million by inflating prices for the purchase of transformers during martial law.

The NABU and SAPO detained SBU official Artem Shilo, who, according to the investigation, heads an organized group  to seize almost UAH 95 million for the purchase of transformers during martial law. UNN reports this with reference to its sources.

As previously reported by UNN, NABU and SAPO exposed an organized group that seized almost UAH 95 million from Ukrzaliznytsia JSC for the purchase of transformers during martial law.

 Among the suspects is Artem Shilo, a former advisor to the Presidential Office and an SBU official. According to the investigation, he is the head of this organized group. He has reportedly been detained.

According to the investigation, between June and December 2022, Shilo, through controlled UZ officials, ensured that a predetermined company was selected as a supplier of power transformers. The transformers were supplied at an inflated price. The letter "On Threats to State Security" was used as a basis for rejecting the proposals of other bidders with much more favorable price conditions.

It is noted that the winning company is controlled by a Belarusian citizen with ties to Russia. This "winner" purchased transformers from a manufacturer in Uzbekistan through a controlled shell company registered in Bulgaria and resold them to UZ at a price that was artificially increased almost twice. As a result of the scheme, Ukrzaliznytsia suffered losses in the amount of UAH 94.7 million in 2022-2024, which the perpetrators took possession of and disposed of at their own discretion.

The NABU and the SAPO seized UAH 53 million in the supplier's bank accounts through the court. The leader, co-organizer and two members of the organized group have been detained.

Artem Shylo has been working for the SSU since 2012. Since 2016, he has worked in the Cybercrime Department. In 2021, he resigned  and became an advisor to the President's Office.

As noted by Nashi Hroshi, Shilo returned to the SBU immediately after Vasyl Malyuk took over. 

The journalists of Skhemy  reported that Shyla's family has a property near Kyiv, registered in the name of the SBU officer's father. It is a cottage in Zoloche (Vyshenky village) in Boryspil district.
