Cabinet of Ministers criticizes Kyiv's winter preparation pace and threatens to evaluate KCSA's performance

The government is allocating nearly 4 billion hryvnias for the capital's heat supply but criticizes the slow pace of work. Klitschko must provide schedules and contracts by May 10.

The government criticized the pace of Kyiv's preparations for the next heating season, stating that they do not correspond to the level of threats and the volume of state funding. The Cabinet of Ministers emphasized that after May 10, they may evaluate the management capabilities of the capital's leadership. This was reported on Telegram by the Minister for Communities and Territories Development of Ukraine Oleksiy Kuleba, according to UNN.

According to the minister, during a regular conversation with the head of the Kyiv City State Administration (KCSA), Vitali Klitschko, the implementation of the Resilience Plan and backup heat supply for Kyiv was discussed.

Kuleba stated that the state is already allocating significant funds for the protection and backup of the capital's heat supply systems.

In particular, the government has already directed 987 million hryvnias for priority protection measures, is preparing another 967 million UAH for advance payments for distributed thermal generation equipment, and also provides for another 2 billion hryvnias for the protection of critical elements and the launch of additional thermal capacities.

In total, for April-May, it amounts to almost 4 billion hryvnias of state funds.

"These are the resources of taxpayers and the resource of a country at war. This is despite the fact that the capital has the largest budget after the state budget,"

the minister emphasized.

The Ministry of Development stated that Kyiv must immediately move from discussions to practical actions. This includes concluding contracts, identifying contractors, preparing sites, connecting to networks, and launching backup generation.

The parties also discussed system operation scenarios in the event of attacks on individual thermal power plants (CHPs). According to Kuleba, parameters for backup generation have been determined that will allow maintaining the minimum required temperature in buildings even under difficult conditions.

The issues of land plots, technical conditions, and access to networks were discussed separately.

The minister stated that Kyiv must provide contracted solutions with clear deadlines, a financing schedule, and personally responsible individuals.

"Monitoring of implementation, including the conclusion of contracts — until May 10,"

Kuleba wrote.

He also added that in case of failure to fulfill the assigned tasks after May 10, "it will be necessary to evaluate the management capabilities" of the capital's leadership to prepare for challenges while having all the resources to do so.
