Ukraine signs security agreement with Luxembourg

Ukraine and Luxembourg sign an agreement on security cooperation and long-term military support for Ukraine in the land, air, and cyber spheres.

Ukraine has signed an agreement on security cooperation and long-term support with the Grand Duchy of Luxembourg, UNN reports citing the Presidential Office.

The document, in particular, states that Luxembourg will continue to provide military support to Ukraine in all relevant areas, including land, air and cyber-electromagnetic fields, in close coordination and cooperation with relevant international partners and institutions. 

The agreement was signed in Washington on July 10, 2024, in two copies in English and Ukrainian. On behalf of Ukraine, the agreement was signed by President Volodymyr Zelenskyy. On behalf of Luxembourg, Prime Minister Luc Frieden.

The agreement, in particular, states that the participants will work together to ensure that the Security and Defense Forces of Ukraine are capable of protecting Ukraine now and in the future. Luxembourg will continue to provide military support to Ukraine in all relevant areas, including land, air and cyber-electromagnetic fields, in close coordination and cooperation with relevant international partners and institutions.

The participants share the goal of promoting the modernization of the Ukrainian Security and Defense Forces, in particular in accordance with the project of the future Defense Forces, as well as a higher level of interoperability with NATO standards and other relevant international organizations.

The participants also recognize that Luxembourg has taken a leading role together with Estonia and Ukraine in the IT Capability Coalition and contributes to the Air Force Capability Coalition and the Ground-to-Ground Artillery Coalition. Luxembourg can identify opportunities to expand its participation in other coalitions, taking into account its capabilities and the military needs of Ukraine. All coalitions of capabilities are designed to provide Ukraine with the means to deter Russian aggression and increase the operational interoperability of Ukrainian and NATO forces.

"Luxembourg will support Ukraine by providing intelligence and surveillance (ISR) capabilities, particularly in space, as well as cyber-electromagnetic capabilities in addition to other key capabilities, as well as by promoting increased interoperability with Euro-Atlantic partners. As a state co-chairing the IT capabilities coalition, Luxembourg will continue to support the strengthening of the information technology infrastructure and capabilities of the Security and Defense Forces of Ukraine," the security agreement states.

In addition, Ukraine and Luxembourg will work on transforming Ukraine's defense industry into a powerful potential.

Participants undertake to involve, as far as possible, Luxembourgish and Ukrainian small and medium-sized enterprises (SMEs) in the production chains of newly acquired military equipment and defense industry capabilities.

Also, according to the text of the agreement, Luxembourg will continue to work actively within the EU to ensure macro-financial support for Ukraine and further international coordination in all relevant forums. Luxembourg will continue to support existing international and European structures and institutions in their efforts to provide regular and predictable financial support to Ukraine.
