As AP notes, the initiative is being discussed amid political disputes over President Donald Trump's policy on Iran and a record defense budget.
Earlier, the White House proposed allocating about $1.5 trillion to the Pentagon, which is almost 50% higher than the current funding level.
Senate Republican Majority Leader John Thune said he expects an official request from the administration.
