In its third and final reading, the Russian State Duma passed two bills that would allow for the exemption from criminal liability of those who signed a contract with the Russian Defense Ministry during mobilization and martial law after June 24, 2023.
Thus, defendants, those under investigation and those convicted of light and medium crimes can enter into a contract with the Russian Ministry of Defense. However, they will only be able to receive conditional release or expunge their convictions if they receive a state award, are dismissed from service for health reasons or age, etc.
The document does not apply to those convicted of sexualized violence against children.
In addition, those suspected of "committing crimes against public safety, against the foundations of the constitutional order and security of the state" and those suspected of "terrorism" will be prohibited from entering into contracts with the Russian Armed Forces.
