This is stated in the report of the Institute for the Study of War (ISW), reports UNN.

Analysts recall that on March 11, the United States and Ukraine proposed a temporary ceasefire regarding attacks on energy infrastructure and in the Black Sea, and Ukrainian and American officials continued to discuss the terms of these truces for three weeks.

This indicates that the terms of the ceasefire have not yet been fully codified. It is also unlikely that the United States, Ukraine, and Russia will be able to agree on the terms of a general ceasefire within the next three weeks

They also point out that Ukraine and Russia have not yet reached an agreement on a ceasefire at sea due to Russia's ongoing demands for the West to ease sanctions. Negotiations on the terms of a ceasefire regarding attacks on energy infrastructure are ongoing, and the outcome of these negotiations remains unclear.

"The Russian Ministry of Defense has unsubstantiatedly stated that Ukrainian forces struck a facility of the "Bryanskenergo" company in the Bryansk region and a transformer substation located nearby on March 30," ISW added.
