Rada approves bill on new security measures in schools

The Verkhovna Rada has passed in the first reading the draft law No. 11543 on school safety. The document provides for mandatory fencing of the territory, technical security equipment and new rules for staying in educational institutions.
On Thursday, November 21, the Verkhovna Rada supported in the first reading the draft law on “On Complete General Secondary Education” on the introduction of security measures in general secondary education institutions (No. 11543). This was reported by UNN with reference to MP Yaroslav Zhelezniak and the document card.
In the first reading, #11543 on safety in general secondary education institutions was adopted. For the basis - 235
The document provides for the following changes:
- The founder of a general secondary education institution is obliged to ensure that the institution takes measures to ensure safety, fulfillment of labor protection and fire safety requirements (currently, there are only requirements for labor protection, life safety and fire safety).
- The head of a general secondary education institution is obliged to promote preventive activities among students in order to prevent them from committing offenses.
New Article 41-1 of the Law of Ukraine “On Complete General Secondary Education”:
- In order to create a safe educational environment, the heads of general secondary education institutions are obliged to:
- take measures to prevent and/or prevent or stop harm to participants in the educational process;
- determine the rules of stay of persons on the territory and premises of the educational institution;
- Ensure the fencing of the institution's territory;
- equip the facility with technical security equipment, including emergency police call systems.
Additionally, it is planned:
- making compliance with the rules of stay of persons on the territory and premises of an educational institution mandatory;
- establishing a list of prohibitions on staying on the territory and in the premises of an educational institution;
- restrictions on persons who may be involved in the protection of educational institutions.

The Parliament also supported in the first reading the draft law No. 10298 on expanding the list of persons who cannot be adoptive parents . The ban applies to highwaymen, collaborators, and persons prosecuted for domestic violence.
