This council is supposed to deal with issues of "technological sovereignty," but given Russia's war against Ukraine, this move looks more like an attempt to strengthen internal control. And the appointment of Shoigu, who is loyal to Putin and has extensive experience in the security forces, may indicate the Kremlin's intention to increase the influence of the military and security forces in key areas of the country.
