People continue to live there, and our commandant's office has been set up there, under the leadership of General Eduard Moskalev. They maintain order there. 
According to the Geneva Convention, the occupying power is responsible for everything that happens there.
Our task is to be responsible for the local population, and the commandant's office was created for this purpose. Perhaps people are moving somewhere - on their own, without the help of Ukraine, but I have not heard of massive and organized movements. 

When asked whether the Russian side allows civilians to enter its territory, he replied:
