The Verkhovna Rada of Ukraine has registered a draft law on electronic customs clearance of used cars through the Diia system to reduce corruption and speed up the process.

The Verkhovna Rada has registered a new bill that will allow customs clearance of used cars through the Diia digital application. Deputy Prime Minister for Innovation, Development of Education, Science and Technology - Minister of Digital Transformation Mykhailo Fedorov told about the proposed procedure, UNN reports.
MPs have submitted draft law No. 10380 to the Verkhovna Rada, which significantly reduces the human factor in the process of customs clearance of used cars and transfers this process to Diia. Citizens will be able to submit electronic customs declarations through the Diia app, and businesses through the Diia portal.

The Minister of Digital Transformation explained step-by-step what changes may be implemented with the adoption of this draft law and how this document differs from the previous one that was registered earlier.
According to the Minister, the procedure for determining customs value is currently influenced by the human factor. To a large extent, the value depends directly on the customs inspector. Therefore, in the absence of clear criteria, there are opportunities for abuse by both customs officials and declarants, who often enter a lower value for a car to reduce the customs payment, which actually reduces budget revenues.
The new draft law on customs clearance through Diia proposes to create a database of the customs value of passenger cars. According to Fedorov's plan, the database will be formed by the Ministry of Digital Transformation on the basis of data from the Customs.
The new system will indicate the customs value of new passenger cars that have been cleared in Ukraine since 2007, with details such as make, model, year of manufacture, engine type and capacity.
In general, the entire customs clearance process will be online. The app will even help you fill out a customs declaration by pulling up information about the car by VIN. What was proposed in the previous draft law.
The minister also explained that the previous concept of the draft law was based on determining customs payments solely on the technical characteristics of the car - without the customs value. That is why it was not supported by MPs.
Now they have found an opportunity to comply with key international standards and at the same time remove the human factor in determining the customs value of a car by automating this process.

After the adoption of this draft law, Ukrainians will be able to submit a declaration for car customs clearance in the app or on the Diia portal.
Fedorov is convinced that such digitalization will make the customs clearance process transparent and fast. And most importantly, it will completely eliminate any corruption schemes at customs.
