A large-scale survey of employers was launched by the State Employment Service .
The goal is to "study the current and future needs of enterprises for employees, identify possible obstacles to the employment of various categories of citizens." Separately, the service's experts will reportedly study "the readiness of businesses to attract personnel from the veteran community, and create employment opportunities for internally displaced citizens.
For the first time, the attitude of entrepreneurs to hiring or returning to work of people of retirement age, as well as the ability and willingness to employ women in professions traditionally dominated by men will be studied, the ministry said.
The survey should result in "further improvement of the work of the service, employment promotion programs, and the implementation of projects to stimulate employers to save and create new jobs." And, as a result, a reduction in structural unemployment, the Ministry of Economy emphasized.
The survey will cover more than 50 thousand representatives of small, medium and large businesses operating in various fields and employing up to 5 million people.
"The state wants to better understand the needs of the labor market and work more closely with employers to train the workers they need," said Deputy Minister of Economy of Ukraine Tetiana Berezhna.
"The Employment Service will survey twice as many employers as last year. And we will get a cross-section of different areas of activity and enterprises of different forms of ownership, where and how we should move on to meet the needs of employers and employ those who are looking for work. This analytics will be a kind of roadmap for us for 2025," said Yulia Zhovtyak, Director of the State Employment Service.
Involvement of employers in this survey is key, as the data obtained will help:
1. Understand the staffing needs of enterprises: This will allow for a better assessment of the labor market situation and forecasting future staffing needs.
2. Assess the need for flexible forms of labor organization: Identify the demand for remote or home-based work, which will allow us to understand changes in the labor market, in particular in the context of modern digitalization and the requirements of the modern business environment.
3. Plan and adapt appropriate education and training programs: The information collected will allow to plan training programs for enterprises, which will help to provide employers with skilled workers, as well as to develop training courses at the SES Vocational Education Centers in accordance with the needs of the labor market.
4. Promote post-war economic recovery: The information obtained will allow us to prepare projects to ensure economic and labor market recovery in the post-war reconstruction.
5. Assess the level of readiness of the service to integrate different social groups, including people with disabilities, including those caused by the war, into the labor process. This will help to identify existing barriers to equal access to employment, as well as to determine what measures need to be taken to ensure an inclusive environment and barrier-free access.
The survey will run until January 31, 2025. The survey is conducted on the online platform of the State Employment Service. Employers participating in the survey will receive a personalized link to fill out the questionnaire.
