A report by the Russian media says that Putin himself initiated the construction of the new prison in the Buryat capital. The positive decision was allegedly made after hearings and voting. However, for the overwhelming majority of the population of this part of Ulan-Ude, it came as a complete surprise.

At the same time, the former head of the regional police and member of the "Council of Elders under the Head of the Republic of Buryatia" Ivan Kalashnikov linked the construction of the colony to "patriotism" and suggested that residents "turn off emotions and turn on reason" and "help the republic, the city, the system."
